Is competency the same as outcome?

Outcomes and competencies are sometimes used interchangeably, but there are subtle distinctions. In its truest form, an outcome is generally measurable for a given competency. For example, "critical thinking" as a competency is the skill to apply to a real-world setting, and it is an outcome when it's measured. Critical thinking is in many institutions a high level "institutional outcome" and can be measured within the context of the discipline, and can be measured in the context of writing, in logic and reasoning, problem solving, etc.
